Social Welfare Council of Sarawak (SWCS) is a non-government organisation (NOG) founded on 14/09/1949. It is a Central Welfare Body for 45 voluntary welfare organisations in Sarawak.   1. Serve as an agency for coordination and conference on social welfare needs and problems, and to facilitate more effective operation of organised social welfare services;
  2. Provide regular media for the exchange of information and experience among social welfare agencies;
  3. Provide leadership and facilities to member organisations so that they may plan and act together voluntarily in matters of common interest;
  4. Encourage and strengthen voluntary joint action of all welfare agencies for the furtherance of social welfare;
  5. Organise and participate in congresses, conferences, seminars, and other meetings at regional, national, and state levels in the field of social welfare;
  6. Undertake, encourage, or cooperate on national, state, and regional levels in research projects, surveys, and investigations on the different aspects of social welfare problems and needs;
  7. Make recommendations to the government and advocate the promotion of such laws or amendments to existing laws as may be deemed necessary in the common interest of social welfare needs of the country;
  8. Obtain, collect, and receive monies and funds by way of:
    1. Contributions
    2. Donations
    3. Affiliation fees
    4. Legacies
    5. Grants
    6. Other lawful methods
    and accept and receive gifts of property of any description (whether subject to any special trusts or not);
  9. Print, publish, issue, or circulate, gratuitously or otherwise, any reports or periodicals, books, pamphlets, leaflets, or other documents relating to social welfare;
  10. Act on behalf of member organisations at their request where representation of their interest is desired;
  11. Encourage, promote, or undertake pilot welfare services or such other services not hitherto undertaken by member organisations;
  12. Serve as the State Committee of the Majlis Kebajikan dan Pembangunan Masyarakat Kebangsaan Malaysia (MAKPEM);
  13. Accept from government, purchase, take on lease or in exchange, or otherwise occupy any land or building which may be requisite for the purposes of or conveniently used in connection with any of the objects of the Council, and lease, sell, charge, give in exchange, or dispose of the same or any part thereof;
  14. Borrow or raise and give security for money by the issue of and upon bonds, debentures, or debenture stocks, bill of exchange, promissory notes, or other obligations or securities of the Council, or by charge upon all or any part of the property of the Council, or in any other manner whatsoever.
Primarily a consultative and coordinating body taking action in the name of its constituent organisations only with their expressed consent. To establish a platform for the exchange and dissemination of information.
